New Ad Service: Microsoft Ads (COPPA Compliant / non COPPA compliant options)

For Windows 10 universal apps, you can use Microsoft's "Microsoft Ads" advertising to serve Interstitial Video ads and Banner Ads in your application. This doesn't appear in your current list of services. Can it be added? Furthermore, Microsoft Ads provides the ability to specify "This application is directed at children under the age of 13. Please note that Microsoft will only serve non-targeted advertising into application that are identified as being directed at children under 13.". Given this, would you need to add two service definitions, one that is COPPA compliant, and one that isnt?
