Add Plivo as a service

Hi Sean, Plivo is being used to offer the ability for a user to 'own' a phone number in the cloud. Plivo provides the phone number and my site allows for access to the phone number through a web browser. Users can make calls, receive calls, send/receive text messages and listen to recorded voicemails relating to their specific phone number. Users never own the number, data such as text messages and phone call history is stored both on plivo servers and mine. Users must be 18 years of age to use this. Thanks, Steve
