Prior blocking cookies with one script

Hello,

Can a single script be created that the owner can embed into their website that prior blocks cookies and reactivates cookies once the user gives consent? There are other programs that currently offer this, so the website owner does not have to manually block any cookies nor try to figure out what cookies are on their website. A scanner scans the website for all cookies and then it automatically blocks them until consent is given. The scanner automatically scans once a month and updates if any new cookies are present. This would be super helpful.
